As part of the South African government’s ambition to grow university enrolments to 1.6 million students by 2030, there has been an increased interest in the public sector’s involvement in student accommodation.
To this end, the Development Bank of Southern Africa (DBSA), National Treasury and the Department of Higher Education have come together to establish the Student Housing Infrastructure Programme (SHIP), whose aim is to develop 300 000 student beds over the next decade.
In light of this target, JLL have been appointed as lead Advisors by the DBSA SHIP Management Office (MO) to lead a team of industry experts in conducting feasibility studies on proposed student housing developments at four institutions across South Africa (four projects in total).
The institutions included in this study are the University of Johannesburg, Lephalale TVET College, Vhembe TVET College and Sekhukhune TVET College which will collectively provide more than 6 000 new student beds.
The project entails establishing the feasibility and viability of the various developments from an institutional, technical, legal, environmental and financial perspective in order to provide bankable projects.
The project will span over a period of six months and will be managed by JLL’s Consulting and Capital Market teams from their Johannesburg office.
This appointment reaffirms JLL’s standing as first-choice service provider on large, complex projects while also growing our expertise and capabilities within the Student Housing market, an emerging sector of importance in the region.
